This time it is after 13 december 1981. No winter so has to be 1982 or 1983, but rather 1982. It is some "episode" from the infamous martial law - "stan wojenny" (1981-1983) imposed by the Jaruzelski.

AFAIK Jelcz Hydromil 2 entered production only around 1983 :)

I think, I also met this kind of info in the net (1983), but it is not possible to me. It was already well known in the 1982. The Jelcz based Hydromils II we can already see on many martial law pics from this year. There is also such 1982 color footage from the old town, which they sometimes show in TV with it:

To confirm, I remember also from some other source (well TV perhaps) that these scenes are indeed from this year.
The linked site has many more pre-1983 pics with this type Hydromil.
To compare Steyr Hydromil II is much rarer, it seems it is only on the pics from the Tricity.

By the lack of "II" above, I thought for a while, maybe they started to use them in 1982, but now we can be sure, it was in service before 1983 and even before 1982 - pic #3 - early days - 17.12.81: http://homepage.mac.com/zbigniew/stan_wojenny_004.html
Production of the civilian 420 started in ca 1980 (first informal series), but they were tested since 1978. It is possible, Hydromil is a little bit older (same like Star 266 was first from the 200 family).

Back to the Jelcz Hydromil II production years, the new book about Jelcz of W. Połomski finally confirm and also add something. The Hydromils II (with Jelcz chassis, not Steyr) were indeed "delivered" to ZOMO in fall 1982, but first trucks were already made in 1979 and 1980. In other words, perhaps in 1982 they started regular use of those vehicles, but IMO before they also had to "test" them in practice, what show many pics from the beginning of Martial Law (even from winter 1981 - see last link in my previous comment), where we can clearly see Jelczes and not Steyers. Anyway at the site we do not have any pic, which we can be sure, that was taken before 1982. Here, I do not know what and where it is, but next b/w Hydromil pic from fck film is visible during events at the "Plac Zamkowy" in fall 1982 in fact, so we can list them as 1982. Also exact name was Hydromil II A3-515
