The 1948/50 grille was identical, while it changed dramatically between 1951 and 1952.

American LaFrance is an emergency equipment manufacturer, Ford would be the Chassis Manufacturer

American LaFrance built complete fire engines on their own chassis.
This can be a Ford up to 1952. It is impossible to tell which year exactly from this photo. It is equally impossible to tell who made it into a fire engine, since in those years this was often done by the individual fire brigades. They would purchase a chassis and cab from Ford and kit it out with their own fire-fighting gear.

1951 or 1952 Ford F6. That whole corner by the headlight would've been smooth on the 48-50 and the headlights farther inward.
