"Officially" - the USSR broke the treaty of Tartu, and that part of the Molotov-Ribbentrop pact was completely overlooked after the war and even today!

The Soviets should have given the Baltics back in exchange for the Western part of the Belarusian SSR, which they lost to Poland. :o
(Of course, the dissolution of East Prussia was also important, but still...)

It was Stalins. If the Americans had freed the Kaiserwald, Vaivara and Klooga (cannot remember the KZs in Lithuania) concentration camps before the Soviets did, history might have been different...

By what I know Estonia and Latvia were meant to be in Soviet area of influence since 1st version of Ribbentrop-Molotov pact.

Maybe I did not ask enough clearly. From your comment it seems that there was an idea to make a deal with Soviets, to release the Baltics, by allowing the Stalin to keep the lands taken away from Poland. And I wanted to know whose idea or proposition it was?

None. I said "should have" and not "did take".

I never wanted to say that the USSR should keep Western Belarus and Western Galicia, if that's what you wanted to hear.
