Indeed, you're right Neptune. Although the fuel tank problem seems to be a bit of a running joke with the Crown Victoria, it really wasn't as common of an occurance as some people might think. Although it was a mistake that Ford should have fixed early on that resulted in the unnecessary deaths of police officers, at least they dealt with it.

It should also be noted that the fuel tank failures were found to only occur when the car was rear ended at speeds well above
normal freeway speed-limits (around 70-80+ mph) It was also found that police departments had a tendency to bolt equipment
inside the trunk to the trunk floor, which required drilling through the trunk floor down onto the fuel tank, making matters worse.
Not to mention police put the cars in hazardous conditions, civilian cars rarely encounter.

You are absolutely correct. This is part of the reason for which many police departments, especially Highway Patrol units assigned to freeways/expressways, began to put a lot of reflective markings on their vehicles, especially towards the rear. The problem as I see it isn't so much as how to prevent the fuel tanks from exploding, but how to prevent rear-end collisions in general.
