This is not the Gaz 14 Tchaïka. Front grill, bumpers are different. |

I still think Chaika due to bowed out grille and emblem on left side of grille. Chevelle was flat and bow tie emblem was in center. |

Well, this is Norway, so it's very unlikely that heads of the government parade in Soviet cars. Most Eastern European cars sold here were cheap and primitive (and often unreliable) cars, like the first Japanese cars.
