At least 3-4 of these black Crown Victorias were used by the HBT tactical team. With the sole exception of the other 1993-1994 model already listed, for some reason the rest were given 1995-1997 front grilles: |

Well they'd have to be hackjobs in that case And yes, I noticed the light setup immediately. It's definitely an LA thing (or was now with the introduction of new LED systems). Most Chicago PD cars aren't even supposed to have red lights. And HBT stands for Hostage Barricade Terrorism. From what I hear, this unit no longer exists and the Chicago PD now has a "conventional" SWAT team. I'm sure that as a resident of Chicago, you could find out more about it than me. |

Definitely hack jobs, Chicago only runs blue lights facing forward on their vehicles. Probably prop car brought from California |
