These motorized belts do not comply with Canada's safety standards; Canadian-market Acclaims continued to use a manual passenger seatbelt, and 1994-1995 Acclaims cannot legally be imported across the US-Canada border in either direction." I think you've confused "crossing the border" and "importing." The information you've cited states that the vehicle can't be imported, but crossing the border in a car isn't the same as importing it. If the car was brought across the border for the purpose of selling it or registering it in Canada, that would be importing it. As long as the vehicle is owned by an American, and registered in the United States (the license plates indicate New York) it is not illegal. In fact, many Mexican vehicles that do not meet American safety standards cross the border every day. It does not mean they are being imported.
