Not a Whizzer (39-65), definitely not in 1950's poland.

That's fitted with a Sachs engine (you can just make out the S logo on the crankcase)

It seems both, Niemen and Tornedos were quite rare in post-war times. Can it be also something German maybe?

Just for the record, Niemen (this is most similar to ca 1936-39 R100 model) consistently had Sachs engine for entire prod. period. In 1930s they were common in eastern provinces, which weren't anymore part of Poland after WWII.
In case of Tornedos, very early ones had Sachs engines, soon replaced by Polish SS-3-MR unit, but as "Tornedo" was company owned by guy of German origins (Wilhelm Tornow), they continued production also during the German WWII occupation. In this time they made small number of bikes, which were again powered by Sachs engines. Most possibly bike from this era we see on the 2nd thumb (I mean the color pics above).
