This is a late response but:

No, Baja bugs were created by kids in the sixties, using stock VW Bug body shells and mechanicals at first. The Baja is not a patent design or owned by any specific manufacturer, it's only a type of customizing. I'm not sure if there was a major flagship company which produced them or how they acquired the name "Baja", but there were many parts manufacturers and supplieres. According to Wikipedia the fist person credited with building a Baja was Gary Emory of Parts Obsolete circa 1968, then in '69 the Miller-Havens Company developed the iconic 'Bug-Eyed' fibreglass body kit. Since then they've been carried on as a cool car-building fad, just like the Meyers Manx and other dune buggies. Air-cooled engines were used at first, then basic compact car engines, followed by larger V8's. Today Baja's are still being built and raced, but due to the old Beetle being quite rare today, I suppose full fibreglass bodies have been replicated, as well as using smaller but more economical engines such as the Honda Fireblade, being lightweight.

The only Buggy, which Volkswagen has officially sold for a short time, was the "Karmann GF", developed by Karmann and the "Gute Fahrt", a VW-driver's-magazine.

@to our US-members: no, it's not used for patrols along the beach for controlling, if someone is drinking alcohol, of if some girls are lying topless on their towels. Both is allowed here. ;)
No kidding, I've seen these patrols in 1993 at the beach of Galveston/TX - and I was very astonished about it.
