GM had that cowl as far back as 1967, but since it has side-marker lights, the oldest this could be is a 1968.

The lack of a fixed rear window on the Wayne body makes this a 1975 at the earliest, as 1973-74 re-used the old style glass panel on the last window from the 1967-1972 model Wayne school bus. Also, on the inside the "cage" area for the prisoners can be seen utilizing the pre-existing two "bars" that go to the ceiling on the bus. These were outlawed on school buses by the US government in 1977, so 1975-76 is the only years this could be.
