I think it's just a local/Gulf Spec 6th gen Galant. I don't have any hard prove but if you look up one of those parts websites like Parts Souq and looked up any general market 6th gen Galant's, you would find that two rear bumpers are listed: A bulkier rear bumper with rear markers and a slim one without.
