In a lot of states license plates are not permanently associated with a specific car. Instead, they belong to the owner of the car and can be transferred to a new car. So in this case it looks like the owner traded in for a newer model and kept their plates. |

In most states, actually. The only ones I know of where the plates follow the vehicle from owner to owner are Alaska, California, Minnesota, and Delaware. They used to stay with the vehicle in Texas, but that law appears to have changed sometime in the last decade, and now they belong to the owner. |
