2005+ Chevrolet Cobalt. I believe those wheels were Coupe-exclusive. It's also a Pre-2010 model due to the 'GM' badge on the front fender, which was removed for 2010.

It's at least an '07, as that was the first model year for Sport Red Tintcoat. The wheels appear to be the "16-inch machine-faced aluminum" (option C) which were standard on LTZ sedans and optional on LT coupe and sedan.
