I'd read that Ikaruses were assembled in Russia during the 1990s, but I didn't know about Poland. Who made them? |

Well let's say "made" - they were assembled by the MZA - Warasaw's main (and state owned) bus operator. Last one was at the beginning of 1998 http://www.przegubowiec.com/foto/ik28070/ik28070.htm |

Thanks. Was this done to avoid import taxes? It's the only reason I can think of for delivering a vehicle almost but not quite complete like that. |

Yes that's the reason. It was actually similar with all kinds of the road vehicles somwhere to the year 2000, when the regulations has been changed (perhaps to fit them to the EU law, but IMO it wasn't so bad). As far as I know Ikaruses 280 were assembled here only IN and FOR Warsaw, as it was the only Polish city, which still bougt them in big numbers during the 1990's.
