All made up foreign countries in the series have these type of plates (but most are white).

This is a 1965 Simca 1000 Standard with US-Specs. You can tell because it is the first series dashboard (used 1961 through 1965), and the front emblem says simply "SIMCA" in block letters, instead of sharing the Simca Swallow on one side with the name Simca on the other.
