I thought it was a GAZ 69... :/ is it a "licence made" by ARO?

Sorry, I don't know in detail about "licence made". But they say not a license made.
And certainly seems diffrent from chassie and drive train and so.
In this picture, front differlential-gear sets on driver side, on the other hand GAZ sets passenger side.

The ARO jeeps were made under a licence/factory agreement according to Gaz-69. But the Romanians improved the jeep and it has some differences from its "parent" - i think a different engine, some decorative elements, like lights etc.

ARO M 461(1964-uptodate former IMS-57)were sold in Italy only in 1971-1973 period(in 1969 were imported--by Marbros Firm--in our Country already the car at which was inspired the GAZ 69-M);Autorom,former Aro Importer for Italy, will import and sold few M 461 ones with original Aro L-25 engine(prefering offer it with own-fitted 2,1 lt.Peugeot 504 D engines option, more powerful);the sales in Italy will ends when in 1973(was shown for 1st time in Italy during 1972 Turin M.S.)were started the imports of its modernization, just the 1970-launched in Rumania 240 series--in 1972-'73 was already ended the Russian GAZ 69-M production, that of Rumanian clone--that over the engine, differs for some little details by Russian counterpart--will follows some years later)

PS The M 461 was sold also in Greece,I've seen a one in a 1976 movie;apart that was in service into Rumanian Army,
seems was assembled in CKD-kits in Vietnam for same military tasks

ARO M-461. State police vehicle. (Look at the plate number: EX < ΕΛΛΗΝΙΚΗ ΧΩΡΟΦΥΛΑΚΗ =Greek Gendarmerie) 1971/72 model. Aro vehicles were imported to Greece from Romania. See also [Image: aroqy0.7338.jpg]

Old comment, but by what I read once, there weren't any licence agreement. In short - first in Romania they started to make spare parts to imported GAZes 69, finally they made so many parts, that could start to built from them entire cars ;) Hence these AROs at 1st glance look like GAZes, but in fact aren't the same. At this time it was legal to do such things inside the Eastern Block (where countries generally used to had quite liberal copyright laws).
