Looks like AB 1234 format plate. Kenya plates were Kxx 123, unless this is an earlier format. |

My bumper book of number plates can't explain this one, which looks as if it's something like KG 3347. Normal plates were always three letters - Kxx 123 format. KG 1234 plates were trade plates, but red on white. The only Kenyan white-on-black xx 1234 were AF (air force), KA/KB (army) or KN (navy). |
