If a C-Series, at least a C-50 (or a C-60?), as the smaller C-30 bus was really... small (16 to 20 pupils on a 133"/3.38 m wheelbase) :)
But depending of the wheelbase, it could also be a S-Series...

This thumbnail confirms the medium-/heavy-duty front face, wheel arches and wheel rims.
It appears that only S-Series models were available in 1964 (and maybe earlier. 1962?). So unless a post-factory "recut" model, this bus is most probably an S-50, due to its short wheelbase: 157"/3.99 m for the only S-50 model, 197"/5.00 m for the smallest S-60.
