Je confirme, preuve à l'appui, c'est un modèle EL (moteur Knucklehead)

It is not an EL. The position of the gear shifter gate and the chrome bracket that carries the horn identifies it as a sidevalve model no newer than 1936 - so it could be a RL 750cc or VL 1200cc flathead. The size of the bike and the fact that two wheeled Police bikes in the US at the time always was "big twins" (1200/1300cc flatheads or 1000/1200cc OHV's) indicates that it as an 1935 or 1936 Harley-Davidson VL. (It cannot be 1934 or earlier due to the placement and mounting of the horn - on 1934 and earlier models the horn sits on the toolbox which was mounted just neaeath the headlamp). The decal on the tank was introduced for the 1936 model year range, the 1935 models had the "flying diamond" design. So - it should be a 1936 H-D model VL.
