From what I gather in that scene, it´s a car radio. It would be interesting to know which brand it is, but I somehow doubt that these were fitted as standard in Prefect´s, so it´s most likely an aftermarket unit ?

And yes, it´s set somewhere in Moscow (and in the outskirts), so most likely filmed there as well.

Interestingly, there have been many debates and myths surrounding this particular car from this movie. Many claiming on the forums and elsewhere that this is the elusive KIM (КИМ) 10-51 Phaeton. Possibly referring to the pre-production model, given their obvious similarities. But it´s been later proved to be a genuine Prefect (the script on the grille is as clear as a day, among other obvious design differences). How it ended up in Soviet Union is unclear to everybody, but maybe it was shipped to be tested. Actually in the movie itself, it was presented as a some sort of testing mule for the military.

Btw, there is this left-hand drive Tourer which was restored not that long ago (still misidentified as KIM 10-51 Phaeton by many people). Maybe it´s even the same one ?
