I think that this must be a fake plate, because the it has Chinese characters instead of hangul (the Korean alphabet). Compare http://plaque.free.fr/as/rok/?path=./q1_PRIV_1973/

Also, being a red Datsun 220C the car might well be a Hong Kong taxi.

Definitely. That prop plate is clearly meant to be a Shinagawa plate (a real license plate region in Tokyo still in use today), albeit unconvincingly due to the font.

The only way a car with Shinagawa plate, or any Japanese car for that matter, could end up in ROK is if the taxi went up to Shimonoseki and got on a ferry to Busan, which is not a common thing.

(That being said, wasn't there a K-movie with that premise? I remember seeing an IMCDb entry for such a story)
