I think that this must be a fake plate, because the it has Chinese characters instead of hangul (the Korean alphabet). Definitely. That prop plate is clearly meant to be a Shinagawa plate (a real license plate region in Tokyo still in use today), albeit unconvincingly due to the font. The only way a car with Shinagawa plate, or any Japanese car for that matter, could end up in ROK is if the taxi went up to Shimonoseki and got on a ferry to Busan, which is not a common thing.
