A convertible was never made officially, Baur did make a couple of conversions. I am aware of 2 in the UK and one full convertible where an owner chopped the roof off.

It's amazing the lengths they went on this show to locate all these modified cars, be it non-factory convertibles, stretched sedans, AMG's, slant 911's etc etc. Did they place weekly ads to locate these things?

At the time this was the most buzzed-about show and Miami was a hot-spot for these types of vehicles on the East coast (like LA is on the West coast). Most were probably provided by the conversion companies looking to promote their product.

If this was imported as is and judging by the look of the high/wrinkly folded top cover a possible candidate is Belgian/Dutch outfit EBS.
From here http://www.sharknose.de/cabriolets.htm : "...Under the direction of EBS, they are said to have converted 30 BMW sixes into convertibles (source: Driver Magazin 1989).
Most of the EBS production went to American importers such as Breeman-BMW/Miami, Ocean Motors/California and Penske Cars, mostly in the fuselage of a Boeing 747 as a cargo flight..."
Others with similar high top cover is Oldenhof of Germany or Rappold again from Germany. All others in that site are eliminated because of neater top covers and/or never made more than a prototype etc.
Or if done after import maybe these guys: Coach Builders Ltd. From same link "...Here a convertible from Coach Builders Limited from High Springs, Florida. According to the brochure "Built the way Convertibles Should be Built". At least that's not something that can be said visually about this model, because the bodywork area on the C-pillar doesn't look particularly elegant. In addition, the folded top is extremely high under the tarpaulin..."

Made-for-USA in no way as already discussed. It's not even federalized with the usual stuff.
