Looks like a 1966 Buick Riviera with its headlights open (normally these are covered).

The thing about the retractable healights on these Rivieras, is that they fold over the grilles, rather than get covered up by them.

It looks like a 1967 but the diffeences between the 1966 and 1967 are quite small. A larger/clearer picture would help telling the exact year. Both years have different grilles, parking lights, "Riviera" letters on the hood and the filler panel between the lower part of the grille and the hood are silver on the 1966 and flat black on the 1967, there are other differences too...

This car is showing not US spec headlight. Perhaps it may be illegal to retract the headlight in some country? Or maybe the vacuum retractable headlight no longer work.

That's probably the reason. It's not uncommon on vacuum operated headlight covers to have them develop air leaks over time, making the lights pop open and stay that way.

The headlight motors in the 1965-67 Riviera are electric, not vacuum operated. The electric motors themselves rarely cause problems, but sometimes, the relays or their connections are bad and they are easy to repair.

The 1968-69 models had vacuum actuators instead of electric motors, and these were causing many problems.

Also won't work if the front bumper gets "bowed" in the lower middle?(Like if a sling wrecker tweaked it,or if it bumped another car)1968-69 Toronado is really bad about that(Toro's have the complete grille sections move up,even a very slightly bent bumper makes them bind up)....maybe worse than a Riv??

I had an accident while driving at night with my '67 a few years ago, after that, the headlights didn't retract. The hood, grille, bumper, condenser, radiator, radiator support, thermostatic fan and fan shroud had to be replaced after this accident...
