The Xsara Picasso behind the second police car and the civilian Avensis in the first thumbnail make me think that this is a UK location disguised with Japanese cones. :)

 Toyota Avensis [T270]

British-built Avensis were sold in Japan, but so far as I'm aware only as an Estate. So it looks like a J scene faked in the UK.

 @Sandie, correct, sedan version of T270 was never offically sold in Japan (only the wagon) as they already had an abundance of other Toyota sedans to sell domestically.

It's also odd that this supposed Avensis keisatsu has no painted mirrors or even auxiliary mirrors which are extremely common for police cars in Japan.

Can't get anything more for the Picasso, but the civilian Avensis has a white saloon in front (small-medium Merc??)
