 Introduced in early 1980's, based on MD-3 tractor (like this one --> /vehicle_172450-Hough-MD-3-Paymover.html ). Then - possibly produced by Hough (or by US Navy itself). It's succesor, A/S32P-25, was produced by Entwistle Company in 60 units ( https://www.entwistleco.com/defense/ground/P25.htm ).

I think they may be using 'based on' here in the sense that the Oshkosh fire vehicle was too tall and could not reach some fires so the P-16 was intended to be much lower, similar to the Hough. Not that it is manufactured by Hough. There is a P-16 on static display at Goodfellow Air Force Base, and the plaque states that the manufacturer is also the Entwhistle Corporation
