Probably just a low level trim. The 1985 tweaks included glossy grey wheels and lots of black trim across the range, and most police buys were simple versions.

I think SRi is correct for this one. SRi models weren't unusual in police service and those used for it were often plainer. Here's an SRi in service with North Yorkshire police that looks similar: https://www.flickr.com/photos/153873640@N02/43820025931

I think it could be this one again:
/vehicle_1294750-Vauxhall-Cavalier-1986.html as it also has the towing eye cover missing, on a prop car they'd often switch details like the livery (magnettically fitted) to replicate different police forces etc so that's not a deal breaker.
