So... I didn't find out who built it. But I have a suspicion! Mobile harness racing starting gates are quite interesting custom jobs, often built in collaboration by various parties. The first hydraulically operated mobile starting gates in Australia were built by W.G. Smith of Sydney, NSW in the mid-1960s. This scene was probably shot at Melbourne (Melbourne Showgrounds?), Victoria, where Smith's gates were used as well. Knowing that the actual gates often last way longer than the car attached to it, not knowing if the gate in question is an electrically or hydraulically operated one, I'd say the chances are VERY high that the construction we see here was built by W.G. Smith Motor Body Builders - either originally based on the 1973 Cadillac seen above or a predecessor vehicle. This line of business is a very small one.
