The possible year range for the red car is 1998-2002.
The car in the second thumbnail is actually a 2003-2005 Mercury Grand Marquis.

This car is a "1998 (or 98-02 so we can say 98 since those were carryover years) Ford Crown Victoria [P74] LX" the wheels back this statement up as they are only available on a 92-02 and yes I mean 1992 to 2002 Ford Crown Victoria LX (or in 1992 a [P75] Handling Package Crown Victoria) with the handling package ordered. Correct me if I'm wrong about it being an LX but I know these wheels are only available on handling package models and that is a fact.

No. These wheels were available on the base P73 with the Handling Performance Package.
