Depends on which province, moreover often there are stocks of older plates which are used also later in time for new vehicles (once I personally saw in Italy a Panda [169] with a 1999 plate). Anyway first new format plate was issued on January 25 in Varese, but other provinces followed later (but not later than May I believe )
