 In your first link it said Jianmen so I posted a matching tractor. I don't know about Hebei. BTW correct spelling should be Hebei, indeed https://en.wikipedia.org/wiki/Hebei

 On the same plate in that link it says the engine is by Xinhua Internal Combustion Engine works. But since this is China it's not so shocking to see several manufacturers making the same product.
