RE/MAX logo at upper left suggests this is probably an ARCA race, a professional stock car racing series one step below NASACAR. RE/MAX was the title sponsor from 2001-2009. "38 12 Gosselin" in the top crawl is likely Mario Gosselin who raced in ARCA intermittently from 1999-2014, sometimes driving the #12 Chevrolet. If he maintained that 38th position through the final 22 laps, the race may be the 2006 Food World 250 at Talladega, where Gosselin did finish 38th in the #12 Chevrolet. The race was supposed to run 94 laps, but was cut short after 81 due to darkness. None of that solves the car on the television, though. So the entire 2006 Food World 250 (run October 6) is on YouTube. It is absolutely the race we see here; the shot above occurs 1:34:15 into the video: https://www.youtube.com/watch?v=CgEtkEq2kX8 The car in the lead is the #61 Dodge Charger driven by Steve Wallace.
