It is not a big bike. Going by the tail light I think it is British. I see a distinctive large rear hub and rear shocks that are on an angle. And it has twin exhaust pipes on the left side. It is reminiscent of the Triumph T100C but that bike does not have a full width rear hub.

I'm leading towards British as well (despite Honda CL's and the other 3 doing SS versions of 250-350 strokers) because A) it looks like a Lucas tail light, B) there's no indicators, C) the rear brake plate is on the drive side, (that's something the Japanese never did) and D) it has fully shrouded shocks.

I've got one possible, Norton Commando 750 S

That looks like it - full width hub and shocks angled more than Triumph did.
