This is Pennsylvania Avenue NW between the Capitol and White House. The "zebra" barriers were supposed to prevent cars from making U-turns but were too widely spaced to be effective. |

This stretch of Pennsylvania Avenue has bicycle lanes running down the middle, and it's also used for the presidential inaugural parade and various other events.
