It seems that the passenger-side mirror was an option (for a small expense, as with all VWs) - but mandatory in Norway, along with repeaters and mudflaps (not visible here).

in Sweden, too. (the right mirror and the mudflaps, not the side indicator. But the mudflaps were special larger S-unique parts.

In Germany a right mirror was mandatory, when a trailer-coupling was mounted.

No, not for common Wagons as a Ford Turnier or VW Variant, only for delivery-/panel-van-versions, where the inner mirror isn't usable.

Due to the intended use of the additional space in the back, it has to be assumed that the inner mirror isn't usable. - Therefore the mirror is/was mandatory.
Have you ever seen a wagon without a second wing mirror (in Europe)?
