I can shed some light as I was a relief mobile library driver for Suffolk County Council library service in the late 1970's and occasionally drove one of these vehicles. The one I drove was based at Saxmundham and was identical to the one in the picture, though I'm not sure if it's the actual one as there were at least two of the same design. The chassis was indeed a Bedford VAS, with 6-cylinder petrol engine and 4-speed gearbox. The body was by KENBO, the trade name of Kenilworth Bodies Ltd. The design was an attempt to look stylish but spoiled by ungainly proportions. As someone else suggested, it made use of Duple coach parts at the front.

This vehicle was replaced by a smaller mobile library based on a Dodge 'Walk-Thru' diesel chassis/cab with a very basic body built locally on the cheap.

I also sometimes drove another mobile library based at Beccles, another petrol Bedford VAS but with a much nicer and better built body design, by Hind of Carlisle, that used the two-piece wraparound windscreens from the contemporary Atkinson lorries.
