I think it might be a Wolseley.
There is a badge on the vertical chrome strip dividing the grille
and that badge lights up with the side lights (4-5 inches from the top)
Also its looks like plain clothes cops (Flying Squad from Scotland Yard?)
are arresting someone and many British police departments used Wolseleys,
especially for detectives or senior officers (eg Foyle's War)

I would agree with Wolseley 25, the side-vent chromed rectangle on the bonnet sides is typically Wolseley, I think.

It's a Wolseley but a Series 11. Front and rear doors both hinge on the centre pillar, it has small torpedo sidelamps and an external radiator cap so one of the smaller sixes probably a 14/56.
