It depends. I heard of many agencies paying to overhaul their 1996 Caprices years after they were discontinued because they liked them so much (and didn't like the Crown Victoria quite as much in comparison). I guarantee you will see this on a significant level within the next few years in the United States with the Crown Victoria as the last of the 2011's, and even earlier cars, are overhauled to keep them road-worthy and in top shape. Besides that, it's usually cash-strapped agencies that pay to overhaul their vehicles instead of buying new ones. |
