That fender has me thinking '41 Ford.

1941 Ford. Looks like it'd be a Special or Deluxe "Fordor" sedan. Super Deluxe would probably have shiny chrome strips on the character line on the front fender.

The probability may be higher that it is a 1941 Ford DeLuxe Fordor sedan than a Special : the DeLuxe was available with the V8 engine ( 11 A) or with the six engine ( 1 GA) whereas the Special was only available with the six and was very basic when considering police use with only one rear light , wiper and horn

Based on the odds I agree it is quite right to think it's likeliest to be a Deluxe V-8. There were probably many more Deluxe V-8s produced than Specials or Sixes of any kind. What limited data is available suggests that sixes were no more than 10-20% of US Ford production in the flathead V-8 era. This was a movie car and not a real police car, so I doubt the studio would have insisted on the same specifications as a police department buying a real police car. It was probably just part of a fleet bought for props with the cost in mind so I wouldn't rule a six out altogether.
