It's an US-scene for sure. The houses in the background are in US-style (Art Deco I think). And in France they wouldn't hang their flag in that wrong way like shown above. By the way, a propos French flag: last weekend there was again the "Original Hollandse Kaas-Koning" ("original Dutch cheese king") on our local market, a Dutch guy with a Dutch trailer selling Dutch cheese. But I have no idea, why all 8 flags, hanging around his trailer were French ones. |

What counts for the flag is where the pole/support is. It can be turned 90° if the "pole" is horizontal. |
