I was wondering where this was. Japan adopted Western architectural styles in the late nineteenth century. A lot of historic architecture has been lost because of the Second World War and commercial redevelopment, but some Western style buildings have survived, particularly at universities, e.g. http://en.wikipedia.org/wiki/File:Keio_university.jpg

Another shot from the same location has an RHD Suzuki Sambar: /vehicle_210402-Subaru-Sambar-1994.html
This suggests that the location is in Japan, or then again it might mean that the scene was filmed abroad and the producers took care to dress the location with a distinctively Japanese car.

IMDB only lists Tokyo as location, and I think that all was made in Japan. They just chose some special locations which looked quite special, like for the cars.
The location used for the scene of the 2cv: /vehicle_210403-Citroen-2CV-6-Charleston-1983.html is built for the movie, they show its construction at the end, in the credits.
This scene with the vans is supposed to be some kind of movie set/studio, maybe it was actually a movie set.

It's probably shot at Huis Ten Bosch Resort, a Holland-styled theme park in Japan.

By the way, the car is a Toyota Classic from 1996. Toyota made 100 of them to celebrate the 60th anniversary of the original Toyota AA. I think it's based on a SUV chassis.

You're almost certainly right, Exiv96: I wasn't aware of the Classic. I thought of an AA at first, but it looked too small, which is why I suggested SA.
