Whatever it is, it is on a Ford chassis. You can see the transverse front spring and the curved front axle and those big hubcaps would suggest it has the large Ford bolt pattern. |

There were a lot of 1-off, or custom build sports cars in this era in the US. Clearly not a factory built car such as the Kaiser mentioned and clearly on a Ford chassis, which was customary on the custom sports specials built in the early 1950's |

If it is the 1953 Chuck Tatum Special, bodywork is different from any photo I can find online eg http://www.fantasyjunction.com/cars/1150-Tatum-Special-302%20c.i.%20GMC%20Engine , http://www.sportscardigest.com/chuck-tatum-interview-and-profile/ , http://www.conceptcarz.com/vehicle/z15020/Tatum-Special.aspx etc - a well known period special which survives. However it was continually modified, so this could have been one of its stages - any matching photos? |
