This is basically a motorbike that has been turned into a 3-wheel rickshaw taxi thing.

The "Tuk Tuk" can be also an official name (though not in this case, because this series was made between 1998-2000).
The producer of such vehicles in Thailand was known since 1987 as Pholasith and later in 2002 has been renamed to TUK TUK Forwarder. http://www.thailandtuktuk.net/index.htm http://www.thailandtuktuk.net/thailand-tuktuk-550-sd.htm
So we have here a Pholasith or... something older. Unfortunately I don't have any info about the pre 1987 period and as we can see on this pic from 1985/86 -> /vehicle.php?id=154770 this model was known also before.
