It's not a Seddon-Atkinson - it's a Seddon-Allen municipal chassis. Seddon built the chassis-cab (usually 13:Four or the larger 16:Four variants), and Allens built the compactor bodies that went on them. Seddon bought Allens in the late sixties.

Its a Seddon chassis (note, not Seddon Atkinson - a different company) powered by a Perkins engine and carrying an American designed "Colectomatic" compactor body that was built and sold in the UK by the Birmingham based company of Jack Allen (Motor Bodies) Ltd.

A joint marketing venture between Seddon and Jack Allen was known as "SAM" or, Seddon Allen Municipal - the vehicles all carried a grill badge depicting a chirpy chap carrying a dustbin. Jack Allen did continue to build the Colectomatic in their own right, even building some on Dennis Paxit chassis - the main competitor to Seddon.

I can't be 100% sure, but it's very likely the low roof crew cab in the linked picture taken in Malta is an ex Birmingham Salvage Department example - many were exported there in the 70's and 80's.

I hope this helps, I know all of this because my father went to school with one of Jack Allen's sons (they remained an independent up until only recently), I also drove a 1976 "R" reg one (NON 573R I think it was) with Birmingham Salvage Department for 3 years.

As already said long ago ..Seddon atkinson.! I lived in and worked for Lambeth council (11 years.!) and rode on many different Seddons,Dennis,Bedfords,fords & dodges.(I lived with my parents in a flat above the depot, as my dad was an emergency call-out driver)
Here is a photo of my uncle's opel rekord in the Lambeth council depot in streatham,London with Seddon Atkinson Refuse trucks behind.! (Yes it has a 'SAM' dustman logo also on the front ...but it doesn't change the maker, Seddon Atkinson)

Seddon took over Atkinson in 1970, so "Seddon" and "Seddon Atkinson" ARE the same company. Seddon Motors of Oldham, a division of Seddon Atkinson Vehicles Limited, continued to build municipal chassis with the old Motor Panels cab until at least the late 1970s, including the "Seddon Allen" vehicles (badged as SAM) described above.
In other applications, the old MP cab had been superseded by the new range of Seddon Atkinson cabs (200/300/400 Series) also built by Motor Panels, but exclusively for Seddon Atkinson.

The photo appended by Stronghold shows the later Seddon Atkinson 201 chassis(also badged as "SAM")

erm, the one in the first pic is definitely a Seddon, not a Seddon Atkinson. They might have been made by the same company but so were Austin and Morris but you wouldn't call a Morris Minor a Austin would you

A stunt man rather than Charlie Drake was launched into the back but more than likely he had a soft landing of some sort.

Possibly "Seddon Allen Municipal" confused the DVLA and they assumed it was a Leyland? Alternatively Jack Allen had also used a Leyland Clydesdale chassis, but wheel diameter and cab details are as the Seddon low-line chassis and cab design. It could be that the registration was transferred between demonstrator vehicles possibly.
