Only reason I can think of that the VIN decoder thinks that it's made for S would be to overcomplicate things. Perhaps it needed a pair of fuzzy dice on short notice that could only be obtained in Sweden at the time or something like that. The conversion was carried out by VBK in Norway, and the N marker is for the name change of 'Ambulanse', originally it would be 'Krankenwagen' or 'Ambulanz', in Sweden it would be 'Ambulans'. Perhaps it was tested in Sweden for a possible batch purchase and sent back to Norway after the results were deemed unsatisfactory? Or that the original Swedish purchase changed hands at the last minute? Just thinking out loud as I find it very, very unusual. It's not cited as a used import on vegvesen.no either.

We can change back to N. There are mistakes with that decoder albeit very rarily but they do occur. I’ll change back to N.
