Actually, this is a 1983 or later model, and most likely a Dodge Omni, as opposed to a 1982 Horizon. Beginning in 1983, both the Omni and Horizon were equipped with longer plastic bumper corner guards -- a good 5" or so longer (side view against the fender) than the corner guards on the 1978-1982 models. Unlike the earlier (shorter) corner guards, which attached to the bumper but not the fender, these longer ones attached to the bumper and to little posts little post screwed into the front fenders and rear quarter panels. So to begin with, the vehicle pictured here is a 1983 model or later. And on 1983 and later models, the grille of the Omni featured the long lateral bars pictured here, whereas the Horizon's grille featured a different pattern made up of lateral and vertical bars. Of course, the Omni and Horizon were identical cars except for their model name emblems, tail lights, and (from 1983-1990) their grilles, and these items could be switched between the cars easily enough. So, for instance, this could be a Horizon with an Omni's grille. (The name emblems on the front edge of the hood, just above the driver's side headlight, were usually the first thing to fall off these cars, and the one which might identify this car's model is not so surprisingly missing.) Indeed, the grille on this one has been modified, since it has something odd stuck to the front of the grille, covering the area where the Chrysler pentastar should be. Also, it's black instead of silver, meaning 1.) it (along with the headlight bezels) was spray painted black to match the exterior (a fairly common DIY modification with these cars), 2.) it was taken from a GLH turbo model Omni, which came from the factory with a black grille and headlight bezels), or 3.) this car is actually a GLH that has been stripped of its front air dam, fog lights, side skirts, decals and 6 bolt wheels 15" wheels (pretty unlikely). So I'd say the bulk of evidence points to a 1983 - 1989 Dodge Omni. (The 1990 models were the only to feature square mirrors, as opposed to the round ones here, used from 1978-1989.)
