The movie was based on the 1978 musical Broadway show of the same name and was inspired by the real brothel, known as the "Chicken Ranch" that operated 2½ miles (4km) east of La Grange in Fayette County, Texas from 1905 to 1973.

The characters in the musical and the film were inspired by the real-life people involved in the story of the Chicken Ranch:

Sheriff Ed Earl Dodd (portrayed by Burt Reynolds) - Based on Thomas Flournoy, known as Big Jim, former prison guard, livestock agent and Texas Ranger, was involved in the capture of Barrow Gang member, Raymond Hamilton in 1934, became Sheriff of Fayette County in 1946 and allowed the Chicken Ranch to continue operating, becoming friends with the Chicken Ranch's madam, Edna Milton and defending the Chicken Ranch when the Ranch was exposed in a report by Marvin Zindler in 1973.

After the Chicken Ranch closed down, Flournoy became known to the media when he grabbed Zindler's hair piece, stomping on it and assaulting Zindler in La Grange on the 20th December 1974, resulting in Zindler receiving several cracked ribs and lawsuit filed against Flournoy that was settled out of court, later retired from the Sheriff's Office in 1981, died on the 27th October 1982.

Mona Stangley (portrayed by Dolly Parton) - Based on Edna Milton, former Chicken Ranch girl and Madam, took over the Chicken Ranch after the original Madam, Jessie William died in 1961.
