The person tasked with remembering the code to unlock and open the door forgets so it's a matter of dealing with dwindling supplies and unruly patients until they either all die or the door opens by itself. Despite the large cast, most of them are shoved into the background. The only upload I could find was a grainy VHS rip since this is a very obscure movie that's likely all but forgotten. No AKAs on imdb so it never got out of Australia.
