 Not really a chase. The Caprice (and LTD for a shorter time) run through the city between people that are stealing things from shops and houses because there are no cops in the streets.
At the very beginning there is a short police chase like if it was recorded on TV, i.e. poor quality (with the white hatchback car)

 This film was set during the trial and the acquittal of the 4 officers accused of the assault on Rodney King during his arrest in the early hours of the 3rd March 1991 and the 1992 LA Riots following the acquittal.
