Because cinema movies have more money and technology to film them, because they provide more money than TV movies (cinema tickets, merchandising, DVD selling...). Good effects/CGI takes time. Time requires money (people working on it). So this kind of movie can't have it indeed, due to a restricted budget. But money can't always compensate time.
