 A futuristic Checker Marathon TAXI Cab was used by another of the main charecters it shoud gett 4 stars

 Yes. It's an animated film.

The Corvette was rotoscoped, the Checker was not.

As I suspected, that Checker image is a static drawing, a poster:

 No, that is, in fact, right out of the movie.

Just trust me on this. Or watch it yourself.

The film itself was made by about five different studios to save time, so the animation is different for each vignette. Some are totally animated (such as Harry Canyon, Captain Stern and So Beautiful, So Dangerous), others were done using rotoscoping (like B-17, Soft Landing, Taarna), which is why the quality varies throughout the movie.

 But there is even the text written at the bottom like on the poster... as it is the poster image. It is not a capture of the animation movie.
Indeed the Checker appears in the movie (I checked the movie trailer), but the animation is not as detailed as the poster.

 The picture would appear to have been turned into a poster after the film's release, because that is not a theatrical poster, and is a scene right out the movie.
